THE MUSICOLOGICAL SOCIETY OF CYPRUS
CONSTITUTION OF THE MUSICOLOGICAL SOCIETY OF CYPRUS
ARTICLE 1 Founding of the Society
(a) The Society is being founded in Nicosia on the 9th of September, 1997 under the name 
"Musicological Society of Cyprus", with its headquarters in Nicosia.
ARTICLE 2 Goals of the Society
(a)	The promotion and development of Musicology in Cyprus
(b)	The moral elevation but also the aesthetic and spiritual culture of its members.
(c)	The cooperation with any authority as well as similar societies in Cyprus and abroad, 
	in subjects concerning the Science of Musicology.
(d) The registration with international federations and Councils of Musicology.
(e) The dissemination of the Cyprus folk music tradition.
ARTICLE 3 Means for fulfillment of the purposes of the Society
(a)	Organization of seminars, conferences and other musical events as well as participations 
	in similar events inside and outside Cyprus.
(b) The preparation and conducting of research programs in the various areas of Musicology.
(c) The use of any other legal means.
ARTICLE 4 Funds of the Society
(a)	The rights of registration and the subscriptions of the members that are defined by the 
	annual General Meeting.
(b) Every other economic help in the nature of a donation, contribution or sponsorship.
ARTICLE 5 Members of the Society
(a) Registration of members
	a-1) 	Members of the Society who can be registered include students or graduates of 
			recognized Universities, in the area of Music generally.
	a-2) 	After a written application to the Administrative Council of the Society after 
			they pay the registration fee.
	a-3) 	Honourary members are exempted from the provision of paragraph (a-2), article 5 of 
			this rule. Paragraph (e) of article 5	applies instead to these honourary members.
(b) The members of the Society are divided into the following categories:
1. Probationary members without the right to vote or to be voted.
2. Regular members with the right to vote and to be voted.
3. Honourary members with the right to vote and to be voted.
(c) Probationary members
	c-1) 	Probationary members continue to be such, until they obtain an accepted University 
			degree.
	c-2) 	The reclassification of a member from probationary to regular, is effected by the 
			decision of the Administrative Council. If according to the judgment of the 
			Administrative Council (A.C), the probationary member does nοt obtain his/her 
			University title in a reasonable time-period does not comply with the constitution 
			and the Internal Rules of the Society, the probationary member is written off.
	c-3) 	Probationary members have no right to vote or to be voted. They have the right of 
			speech in General Meetings.
(d) Regular Members
	d-1) 	The founding members are considered automatically to be regular members.
	d-2) 	Regular members are all the probationary members whose re-classification as regular 
			members has been approved by the Administrative Council of the Society.
	d-3) 	Regular members have the right to vote and to be voted.
(e) Honourary members
	e-1) 	Honourary members are registered individuals who in the opinion of the A.C have 
			contributed and offered by various ways and means to the realization of the Society's 
			goals.
	e-2) 	With the decision of the A.C these individuals are proposed to the Plenary Meeting 
			for approval and registration.
	e-3) 	Honourary members have the right to vote and to be voted.
	e-4) 	Honourary members are exempted from the payment of the annual subscription fee.
ARTICLE 6 The Rights of Members
(a) The members of the Society can apply in writing to the A.C, exposing the
problems or their views or judgments they might have, in connection to
everything that is happening inside the Society and generally in the area of
Musicology.
(b) The members after a written application in which they refer to the
subjects for examination, they have the right to take part in the meeting of
the A.C which will examine these subjects. If in the judgment of the A.C
the subject is considered worthy of discussion the subject has to be
discussed within a time period of two (2) weeks.
(c) Regular members have the right to vote, to elect and be elected in the
Administrative bodies of the Society.
ARTICLE 7 Obligations of the members
(a) Attendance of the Plenary Meetings and payment of the annual
subscription fee.
(b) Helping the Society achieve its goals.
(c) Complying with regulations of the Constitution and the internal rules as
well as the decisions of the Administrative bodies of the Society.
ARTICLE 8 Deletion of members
(a) Members of the Association are deleted and leave the Society with the
decision of the A.C of the Society after:
a-1) A written resignation in which they state the reasons for their
decision.
a-2) Activities on their part, which do not comply with the causes of the
Society or its interests.
a-3) Regular non- compliance with the internal rules of the Society.
(b) The permanent expulsion of a member must be approved by a Plenary
Meeting which follows the act of expulsion.
ARTICLE 9 Administrative Instruments of the Society
(a) The Administrative Instruments of the Society are the following:
1. The Plenary Meeting of the members of the Society.
2. The Administrative Council.
ARTICLE 10 Plenary Meetings
(a) The Plenary Meeting consists of the entirety of the regular and
honourary members of the society that have settled their financial
obligations to the Society. Only members present have the right of speech.
Only the regular and honourary members that have completed their 19th year,
have the right to vote and be voted.
(b) The Plenary Meetings can be usual or extraordinary or Constitutional.
The Plenary Meeting is the supreme body of the Society.
(c) The Plenary Meeting is convened every year.
(d) The extraordinary or Constitutional Meeting is called by the A.C. every
time it is considered necessary either after the written application of one
third (1/3) of he regular and honorary members, addressed to the Secretary
of the Society, mentioning the reasons for which they have asked it to
convene. In that case the A.C. is expected to call for the extraordinary
Plenary Session within twenty (20) days from the day of the submission of
the application. During this Session only the subjects stated in the
application are discussed.
(e) Decisions for changes of articles of the Constitution are taken
according to article 15 of the present Constitution.
(f) The President chairs the Plenary Meetings assisted by the Secretary and
Treasurer.
(g) The Regular Plenary Meeting is convened by the A.C. after a written note
of seven (7) days which is addressed to all members.
(h) Every regular or Extraordinary Plenary Meeting is considered to be in
quorum when all present regular or honourary members are more than those
absent. If half an hour after the time set for the start of the meeting, the
above ratio is completed, then the Plenary Meeting is considered to be in
quorum with the members present.
(i) The Regular or extraordinary Plenary Meeting discusses and takes
decisions only on the subjects that are included in the day's Running Order.
During this Meeting Minutes of the discussions and decisions are recorded
and are approved in the next Plenary Meeting.
(j) In all the regular or extraordinary Meetings of the Society, decisions
are taken by the majority of the present regular and honourary members,
unless the Constitution provides otherwise.
(k) In the case of a tie, the President of the Meeting has the right of the
winning vote.
ARTICLE 11 Purpose of the Plenary Meeting
(a) Approval of the minutes of the previous Plenary Meeting.
(b) Report by the A.C.
(c) Approval of the financial report of the Treasurer and the Report of the
Administrative Council.
(d) Election of a three-member supervisory committee every second year.
(e) Election every other year of a seven (7) member Council for the next
two-year period.
(f) Election of a three-member Auditing Committee.
(g) Any other subject that is included in the Running Order.
ARTICLE 12 Election of Officers
(a) Elections for the membership in the A.C. during the Plenary Meeting,
take place in February.
(b) Nominations are submitted in writing, at least seven(7) days before the
Regular Plenary Meeting to the Secretary of the Society. Only Regular and
Honourary members of the Society have the right to submit candidacy.
(c) Copies of the catalogue of the candidates and of the members that have
the right to vote as well as the sealed voting ballot-papers with the names
of the candidates are given by the Secretary to the Supervisory Committee
conducting the elections.
(d) In order for a ballot-paper to be valid, it must contain five (5) names
with the signs vΣ or xΣ or +Σ next to the names of the nominees.
Ballot-papers that have fewer or more than five names are considered
invalid.
(e) The member who has received most of the votes is considered to be
successful.
(f) In case of a tie for a position on the A.C., the election is repeated
only for the candidates who received equal votes. If there is again a tie,
the election is decided
by lot.
(g) The results of the elections are delivered by the Supervisory Committee
to the chairman of the Plenary Meeting.
ARTICLE 13 Administrative Council
(a) The Administrative Council of which the service is two years, consists
of seven (7) members. The President, Vice President, Secretary, Treasurer
and three (3) members.
(b) The members of the A.C are elected at the Regular Plenary Meeting every
other year. Only the Regular and Honourary members of the Society who have
their 18th year completed have the right to candidacy.
(c) The A.C is formed into a body within seven (7) days after the end of the
Regular Plenary Meeting.
(d) The members of the A.C offer their services without payment.
(e) the A.C is considered to be in quorum when all the present members are
more than the absent ones.
(f) The decisions of the A.C are taken by the majority of the present
members and in case of a tie, the President has the winning vote.
(g) The A.C is considered the Highest Administrative Executive instrument of
the Society and is subject to the provisions of the Constitution and the
decisions of the Plenary Meetings. The A.C has the responsibility of the
General Administration of the Society, represents the Society and interprets
its will in all in its relations.
(h) The A.C supervises, applies and takes every measure for the observation
of the Constitution and Internal Regulations of the Society by all the
members.
(i) With the decision of the A.C that has to be approved by the Plenary
Meeting, it completes or changes the internal regulations.
(m) The A.C suggests to the Plenary Meeting the enrollment of honourary
members.
(o) The A.C suggests to the Plenary Meeting the deletion of members.
(p) In order to achieve the purposes of the Society and the decisions of the
Plenary Meetings,the A.C constitutes committees and appoints their members.
(q) In case a member of the A.C does not attend three consecutive meetings
he is automatically expelled from the A.C.
(r) In case of a vacant position at the A.C it is completed automatically by
the first runner-up as of the day the position became vacant.
ARTICLE 14 Duties of the members of the Administrative Council
(a) President
a-1) He represents the Society alone or together with the Secretary in all
the relations of the Society, in the presence of every authority, judicial,
administrative or otherwise. He will also represent and represents the
Society in its relations with third persons- natural, legal or otherwise.
a-2) He chairs the meetings of the A.C and the Plenary Meetings and he
declares the beginning and ending of these functions.
a-3) He directs the discussions at the meetings of the A.C and the Plenary
Meetings, he gives permission of speech to those who want to participate and
denies it to those who are out of order.
a-4) He submits topics for voting and defines the wording of the relevant
proposal.
a-5) He signs with the Secretary, every document and agreement that concerns
the function of the Society, the correspondence, the minutes of Plenary
Meetings and the A.C, and the orders of payment.
a-6) When the President is absent, the Vice President replaces him in all
his duties and rights.
(b) Vice President
b-1) Helps the President in his work. He replaces the President when the
former is absent.
b-2) He processes the internal rules, decisions and orders of the Plenary
Meeting and the A.C and is responsible for keeping discipline and order.
b-3) He is responsible for keeping a diary with the activities of the
Society.
b-4) He projects through the press, the mass media or in other way, every
activity and event organized by the Society.
b-5) When the Vice President cannot respond, he is replaced by the oldest
member of the A.C present.
(c) Secretary
c-1) He represents together with the President, the Society in all its
relations before any authority.
c-2) He proposes and executes all the decisions of the A.C. He formulates
the Running Order of the meetings.
c-3) He takes the minutes of all meetings and conducts the correspondence of
the Society.
c-4) Together with the President he signs all the outgoing documents.
c-5) He keeps all the archives and the Seal of the Society, besides the
books and documents of the Treasury.
c-6) He supplies the Supervisory Council with the sealed voting- ballots and
the catalogues of members with a right to vote.
c-7) When the Secretary is unable to respond he is replaced by the
treasurer.
(d) Treasurer
d-1) He handles the financial property of the Society according to the
decisions of the A.C.
d-2) He receives incoming money and conducts payments by issuing receipts
for every act, according to the decisions of the A.C.
d-3) He signs with the President the cheques and other orders of payment.
d-4) He is obliged to deposit any amount of money bigger than 50 Cyprus
pounds in a Bank or an Organization that is defined by the A.C in the name
of the Society.
d-5) He is responsible for the accurate and safe keeping of a book of
expenses.
d-6) When called the treasurer is obliged to immediately give the A.C a
report on the financial conditions of the Society.
d-7) He is responsible for every irregularity in finances.
(e) Members
They help the A.C in its duties.
ARTICLE 15 Changing of the Constitution
(a) For reviewing or changing an article of the present Constitution, the
decision of a Constitutional Meeting is necessary which concentrates the two
thirds (2/3) at least of the regular and honourary members. The decision for
changes is valid when it obtains three fourths (3/4) of the votes of regular
and honourary members present.
(b) In order to decide on the change in the goals of the Society, the
consensus of the three fourths (3/4) of the regular and honorary members
present is required.
ARTICLE 16 Dissolution of the Society
(a) The Society ceases to function by the decision of an extraordinary
Plenary Meeting which is convened especially for this reason. In order to be
considered in quorum, the Plenary Meeting must be attended by at least the
two thirds (2/3) of the regular and honourary members and if the decision
for the dissolution of the Society is to be valid, it has to concentrate
three fourths (3/4) of the votes of the regular and honourary members
present.
(b) In case of the dissolution of the Society for any reason, its property
goes to the Defense fund.
(c) In no case at all the property of the Society can be shared among its
members.
(d) The Society is dissolved even when its members drop to below twenty.
ARTICLE 17 The Society has its own Seal and Logotype
ARTICLE 18 Vagueness of the Constitution
(a) Every matter which is not included in the Constitution, the Internal
Rules and the decisions of the Plenary Meetings is faced temporarily by the
A.C and is submitted for final approval during the Plenary Meeting which
follows.
(b) The interpretation of the Constitution, the Internal Rules and generally
the decisions when this is necessary whether because of vagueness or
disagreement, is the work of the A.C.
ARTICLE 19 Declaration
The Musicological Society of Cyprus has been founded on the
Constitution which has been approved and signed by its founding members at
the founding meeting of February 19th of 1997 and is valid since its
approval.
